RULES AND REGULATIONS
Definition:
Indian Association for the advancement of Veterinary Parasitology (IAAVP) is a Literary scientific society established for the promotion of the science of veterinary Parasitology through exchange of research knowledge for providing better animal health coverage in order to increase the production of livestock produce for speedy economic upliftment of the farmers and registered under Section 21 of the Societies Registration Act 21 of 1860.
Name and Location:
(i) The Association shall be called as “Indian Association for the Advancement of Veterinary Parasitology, here after referred as “Association and abbreviated as IAAVP.
(ii) The registered Office of the Association shall be located in an Institution in the place from where General Secretary is elected for a specified period. The part of the office of the journal shall also be located in a Institution from where Managing Editor and Treasurer are elected nominated for a specified period from time- to-time.
- Membership:
The Membership shall be open to persons interested in advancement of animal parasitology. The Membership fee for enrolment to different categories shall be as follows w.e.f. January, 1992, subject to change/enhancement from time-to-time on the approval of the General Body:
- Ordinary Members
2. Life Members
3. Honorary Members
4. Institutional Members
(i) Ordinary/Life members, whose number shall be unlimited, shall be persons enrolled in accordance with the Regulations of the Association.
- a) Annual subscription for Ordinary Members shall be Rs. 100/- only, or as decided by the General Body from time-to-time and is payable in April every year in addition to Registration fee of Rs. 25/- chargeable at the time of first admission to the Association.
- b) Life Membership fee shall be Rs. 1000/-(Rupees One thousand) only, which may be paid in two installments within a calender year, along with Registration fee Rs-25/- only.
- c) Foreign Scientist shall be Ordinary Member on payment of 50 US $ (US Dollar fifty) Only per annum and for Life Membership at US $ 200/- (US Dollar two hundred) only with a registration fee of 10 US $ (US Dollar ten) only.
Any Ordinary Member who has not paid his annual subscription for two consecutive years shall cease to be a member of association, but upon payment of all arrears, he may be readmitted to the Membership by the Executive Council of the Association. No facility shall be extended to the members during the period of default, even after payment of arrears.
(ii) Honorable Members:
Persons who have attained eminence/distinction in the field of Veterinary Parasitology and its related branches may be nominated as Honorable members by the Executive Council of the Association and intimation should be given to General Body. Their number shall not exceed ten at any one time and not more than one shall be nominated every year under his category.
(iii) Institutional/Industrial Members:
This Membership will be extended to Institutions/Firms/organizations which are actively engaged in the promotion of animal parasitology and its allied branches. The fee for Institutional Members shall be Rs. 400/- (Rupees four hundred) only annual or Rs.5000/- only from within the country. The fee for Institutional members from abroad shall be US $ 1,000/- (Us Dollar one thousand) only, or as decided by the Executive Council from time-to-time.
(iv) All payments shall be accepted through Crossed bank Draft payable to Treasurer, IAAVP at his/her location in India. Any payment to be made through cheques, include an additional Bank charge of Rs. 15/- only. Member’s fee as well as Bank Commission on cheques shall be subject to revision as proposed by the Executive Council and approved by General Body of the Association, as and when necessary.
- Management :
- The supreme Authority of the Association shall be vested in the General Body.
ii. The management of the association shall be vested in the excutive Council consisting of the following:
President – One
Vice-President – Five
General Secretary – One
Jt. Secretary – Two
Treasurer – One
Editor-in-Chief – One
Executive Council Members – Ten to Fifteen
Board of editors – Ten to Fifteen
iii. The President, Vice-President and Council Members shall hold office for maximum of two terms and shall not be eligible for re-election for next consecutive term.
- The President, Vice-Presidents, General Secretary, Joint Secretaries and treasurer shall hold office for not more than two consecutive terms of three years each.
- General Secretary and Treasurer shall be from the place where the Office of the Association shall be located.
- Executive Council shall nominate an orginising Secretary of the Association, for one term, who will organise the annual Scientific Meetings/seminar/symposium of the Society. The Organising Secretary will collect funds for the annual Meetings/symposia on behalf of IAAVP in coordination with the General Secretary and will submit a copy of audited account of receipts and expenditure to the General Secretary. He will also transfer all left-over balance of the annual Symposium to the IAAVP account.
vii. The Editor-in-Chief shall be appointed by the Executive Council. Members for Editorial Board and Managing Editor and two Associate managing Editors shall be selected out of the Life Members by the editor-in Chief which will be sent to the President of IAAVP for approval. All rest of the Office Bearers shall be elected by the General Body out of the nominations received for each position. All Office Bearers must be from amongst Life Members of the Association. The list of these Members should be prepared by the General Secretary by December 31st of each year.
- Meetings:
- For convening the Meetings of the Executive Council, five Members shall constitute the quorum.
- The Annual General Body Meeting shall ordinarily be called in the month of September/October every year. One-fourth of the total Registered Members shall from the quorum for the General Body Meeting.
iii. An extraordinary Meeting of the General Body may be convened at any time provided that the notice for the same is signed by not less than 30 percent of the Registered Members of the association and the matter for consideration is embodied in the form of a resolution in the notice.
- A notice for the General Body Meeting shall be given at least one month time Meetings for discussion of scientific subjects may be called at shorter notice.
- Meeting of the Executive Council may be convened by the General Secretary any time on the approval of the President. A notice of at least 15 days shall be given to the Members.
- Fund Operation:
- A Savings bank Account to be opened in the name Indian Association for the Advancement of Veterinary Parasitology (IAAVP)/JVP at any Nationalized Bank at a place of the General Secretary/Managing Editor and Treasurer of the Association who shall be operating the account jointly i.e. for Journal account by the Managing editor and Treasurer and for IAAVP account by the General Secretary and Treasurer, All receipts will first be deposited in S.B. Account before transfer to Long Term Deposits in the Bank or with UTI or before drawn for expenditure as and when necessary. A sum of Rs. 1,000/- shall be imp rest amount with the General Secretary at a given time.
- The amount received through Life Membership fee and donations should be kept in fixed deposits in any bank and only the interest of the amount may be spent for the Association work.
- Executive Council:
- The Executive Council shall be responsible for carrying out the provisions of the Constitution and Byelaws and shall be empowered to take decision on all matters pertaining to the Society and its annual function. It shall prepare the budget estimates of receipt and expenditure of the year with such recommendations as it may deem desirable.
- It shall pass orders for the approval of the General Body on the eligibility of applications proposed for Membership and the reinstatement of the delinquent Members.
iii. The Executive Council shall appoint annually an Auditor who shall check the account of receipts and expenditure.
- President:
The President shall preside all Meetings of the Society and perform such other duties as may be properly developed upon a Presiding Officer. He shall be in administrative charges of the Society.
- General Secretary:
The Secretary shall look after the business of the Association, convene meetings and maintain records of the Association such as Minutes-Book, Correspondence File and Register of Members, etc. He shall present annual report of the Association, incorporation the balance sheet of the Association at the annual meeting of the IAAVP.
- Vice-President:
Vice-President shall be overall responsible for enrolment of new Life, Ordinary and Institutional Members in their regions and may organise scientific gatherings i.e. Symposia/Seminars with the financial assistance of host Institutions and/or with grants from Central/State Scientific Organisation. The senior most Vice-President shall preside all Meetings in the absence of President.
- Joint-Secretaries:
The General Secretary shall preside all Meetings and in his absence the senior most Joint Secretary shall preside in addition to his own duties.
- Treasurer:
The Treasurer will maintain proper accounts of the Associations and will get the accounts audited each year.
- Source of Income:
The source of income to be raised for the Association will be as under:
(a) By donation from its Members, other Individuals, Private Firms, Companies and Organisations.
(b) By Government Aids/Grants.
(c) By advertisements, registration fee, annual and life membership fee, Journal subscription and symposia conference funds.
- Inspection of the Register:
All Records will be kept in the registered office. Any Member who wishes to inspect can do so with the prior permission of the Secretary or President.
- Dissolution:
The Association shall be dissolved according to the rules of the Societies Registration Act, 1860 by 3/5th majority of the Members of the Society in general Meeting and after the dissolution, the total moveable and immoveable properties of the Society shall either by given to other Institution of the similar aims and objectives or be given to the Government after being paid all debts, loan etc. of institution by 3/5th majority in General Body Meeting.
14 Amendment of Rules:
The Rules and Regulations in the Constitution of IAAVP will only be amended or altered by the General Body on recommendation of the Executive Councils at least by to two-third of Registered Members at a time.
- Disputes/Complaints:
All disputes or complaints against any Office Bearers of IAAVP shall be dealt with and settled by the Executive Council with the approval of the President.
